Citizen helps stop escapee south of Sioux Falls after chase

AT A GLANCE

* Police received a call at 7:30 p.m. after Holloway attempted to take money from a clerk at the Shop N Kart on West 12th Street before leaving with stolen beer.

* Officers later found Holloway's vehicle and saw him pull up to a group of children and start a conversation. He fled the scene when approached by officers and nearly hit a man walking outside of a strip mall.

* Officers did not pursue Holloway on several instances due to his dangerous driving in residential neighborhoods and busy streets.

* Holloway was eventually arrested and charged with aggravated eluding, second-degree robbery and shoplifting.

An escaped inmate led authorities on a high-speed chase Monday night through northwest Iowa and Canton and along Interstate 29 and other roads until the pursuit ended with a citizen blocking the stolen pickup on Highway 115 south of Sioux Falls.

Unable to continue, David Holloway, 36, was quickly closed in on by pursuing officers at the intersection with 271st Street, said Sgt. Terry Anderson of the Lincoln County Sheriff's Department. There was no standoff. Authorities thought Holloway might be armed, but he was not, Anderson said.

Holloway, who was serving time for grand theft and eluding a police officer, was reported missing May 10 from the minimum-security unit at the South Dakota State Penitentiary.

Earlier on Monday, news reports indicated that he might have stolen a white Ford F-150 pickup in Nebraska. About 7 p.m., Sioux Falls police received a tip from someone in the 1500 block of South Fredrick Avenue that a person in a vehicle matching that description had asked for directions to the hospital, said Sgt. Jon Thum of the police department.

An officer spotted the vehicle at 7:25 p.m. at 21st Street and Fifth Avenue and attempted to stop Holloway, but he drove off at a high rate of speed,and a decision was made not to pursue him, Thum said.

Another officer spotted the vehicle about 7:30 p.m. on East Clark Street. Holloway was talking to children from his vehicle, so the officer decided to intervene, Thum said. Holloway fled in the pickup, driving through a field near Shopko. The officer followed him on Arrowhead Parkway, deciding not to pursue because of safety concerns, and watched as he left Sioux Falls eastbound on Highway 11.

Authorities in Lyon County, Iowa, then saw the vehicle a short time later and chased Holloway as he drove back into South Dakota. While he was in Iowa, Holloway rammed the car of an off-duty officer, Thum said. According to emergency communications, the pursuit headed into Canton at 110 mph but the speed dropped as they passed through town.

Holloway was serving a 10-year sentence for grand theft out of Pennington County and a two-year sentence for eluding a police officer out of Yankton County.After leading authorities westbound on Highway 18, Holloway headed northbound on Interstate 29 to the Worthing exit. The chase then wound through the area on county highways and gravel roads, ending before it reached the Sioux Falls city limits, one mile south of 85th Street.
